I am about to go from a 700x28c tire to 700x23c. The tires on my rime right now are wire bead not folding. Can I use a folding bead tire on my rim? Also I am switching from schrader valve to presta valve. Is there anything special that I need for this swap since the presta valve is smaller than the schrader?

If your switching tires as long as you stay with clinchers, I don't think it makes a difference, other than folding might be more expensive. Your LBS should point you in the right direction if you bring a rim in.A lot of pumps come with both heads. Some of the small pumps you ride with might just need switched around. Check the instruction manuals, it'll show you how. Floor pumps often come with two hole heads, one for presta and one schraeder. If not, for $1.99 US you can get a presta adaptor. I'd suggest a brass one. They thread better and are easier to see in your under saddle bag.

The hole in your rim for the valve is thicker for Schrader than Presta, you will need to get some sort of adaptor to fill the hole.
