I suppose a non Pro Tour rider can be ranked and a non Pro Tour team can't be, but it'll be interesting to see what the UCI does with this politically. In fact, it's conceivable that a rider on a non Pro Tour team could LEAD the Pro Tour.

No. Continental teams cannot receive Pro Tour points; Pro Tour teams cannot receive Continental points. The same applies to individuals.

Brett Lancaster, Luca Mazzanti and perhaps another sprinter who nicked 2nd or 3rd, but it doesn't matter, because they receive no PT points.

Regarding this last item, a non-PT rider could lead the Pro Tour, but it would be a virtual lead. And that would appear on the rider's palmares the same way all virtal wins do: not.
