Sounds like Karisma, aka Ultrafleece. I know Mardale use this in some
of their range, and I've got a couple of their pullovers and also an ME
Unltrafleece jacket.
Montane have used it, but call it something else, and Extreme Outdoor
also use it. And quite possibly call it something else!

It's not /completely/ windproof, and if you look at the inner face there
are distinct lineations along the warp of the weave (it's a warp knit
fleece). If that's it, then Karisma is the magic word, and should be
recognisable even from people calling it something else.
