I dont believe one can expect the racers NOT to take performance enhancers. These guys are at the top of the careers and are going to be there for a very short amount of time (Ekimov an exception!). The pressures are enormous.
I say let them do what they will. BUT - continue random testing, and if they fail ban their team from competing for x amount of time.

I think it is too late now. The public don't want the cheaters anymore. It would be also a terrible injustice for those who are clear.

Funny you should mention Ekimov. I raced with him at Tour de L'Abitibi (an Intl Junior stage race in Quebec). His muscles were ripped and he definitely did not have the body of a standard 18-year-old elite cyclist. He won easily against all of the top juniors in the world. He just rode away from us like he'd activated some switch or something. Unreal.
