Sure. That would be a good bike to start riding/racing on. Further down the road, you will possibly want to make a few adjustments here and there, a carbon seatpoast on an al frame does a lot. Other such things.

lemond bikes are great i dont have any experience with that specific bike but my father has a zurich and its extremely comfortable very light and durable

i have a 2003 tourmalet - the tourmalet was made with steel until the 2004 came out.
it's a great bike.
got it for 750 bucks - end of year good price at the LBS - i've since upgraded the tires, handlebar, stem, seat post , saddle, bottom bracket, and crank.
I have a cervelo dual tri bike and I 'll tell you one thing - steel really does soak up the bumps.
if i could only have one bike, it would be steel.
