Seems the investigations work much better than the drug tests. I mean, when was the last time you saw a drug test net 59 riders?
So how about this proposal: Attach a UCI official to travel with every Pro Tour team. Give them unlimited access to the riders, allow them to audit the financials of the teams (someone is paying for the drugs), allow them to search the luggage, hotel rooms, apartments, homes... whatever it takes.
If you let kids play unsupervised during recess, it's only a matter of time before they start hucking rocks through the school house windows. That's what's happening here.
Keep the drug tests, but there needs to be more.
Or not. The drugs don't really bother me that much. In fact, it seems to add to the drama.
