There is more than one way to achieve the goal of having less bicycling fatalities - hopefully they don't involve in reducing the number of cyclists.

I'd be happy to see stiffer penalties for drivers found at fault in car vs. bicycle (as well as car vs. motorcycle and car vs. pedestrian) accidents, as one of those ways.

I doubt that it will have a great impact directly. Some states already have good statutes in place but just aren't applied and enforced uniformally. Education still seems to be the best solution and any piece that legislation that gets attention will help to some degree. It's hard to out law stupid but I would support the effort.

That's because in almost every state, criminal responsibility for an accident requires more than negligence. Either intoxication as a contributing factor, or recklessness at a minimum, is required.
