I still prefer to wear Lycra shorts with a good quality
wicking jersey. Skintight clothes that move with the skin,
rather than over it, offer the same aerodynamic and comfort
advantages on a recumbent as on an upright bike. And wicking
clothes are obviously much more comfortable. Speaking of
which, I don't know what sort of bike you're planning to
buy, but if it's one with a solid seat then I strongly
recommend ordering a wicking seat cushion for summer use.

In the summer I prefer to wear shorts without padding, in
the winter I find that the padding provides valuable
insulation.

I usually wear cycling jerseys, non-padded lycra shorts and
tracksters from my local running shop, cycling waterproofs
when needed and either skiing gloves or cycling gloves
depending on weather. Padded shorts are obviously
unnecessary. I use skiing or running base layers for all
types of riding in winter (sub-zero brand from Carters in
Reading seems good).

Whatever other options you skimp on, I can't recommend the
wicking seat cushion highly enough. It will make an enormous
difference to your riding comfort.
