i just accidentally got five 700x18/19 inner tubes. i ride on 700x23 tires. think it'd be ok for me to just use them? anyone have any general advice about slightly mismatched tires/tubes?

Yeah, you'll be fine. You can get away with using a smaller tube in a larger tire. Using a larger tube in a smaller tire doesn't work so well though.
