Depending on what is buggerd,it may not even be rebuildable, Bearings,cones and axel can be replaced, but likely not the bearing races in the hub.

It sounds like the lock nuts may be torqued a little to tight on the cones...

I think I'm going to take it by a shop because I really don't have any of the tools needed to play around with this one, namely crescent wrenches.

You probably need cone wrenches.
