HRM contact strap

I ride for enjoyment and have had the courage to start using my HRM to improve my fitness. It isn't a very expensive one, but is good enough for my needs. It is a Oregon Scientific smart trainer.
I am having a problem with the contact of the strap. I am positioning as shown and have applied some goop or water to help with the contact. I find that it takes about 10 minutes or more to start getting a good reading. Is this to be expected? Can the chest strap contact be improved?

I also find that when my heart is beating slower, and my body is colder, the readings are not picked up as well. I wet down the strap and my chest, and have tightened the strap, and that helps somewhat, but is still not perfect.

I have always used Polar and never had a problem. I find as long as you wet the chest sensors when putting it on you are good to go.
