How is it that so many novice cyclists seem to think its acceptable to slap a bike seat on their rear rack and call it a day when transporting toddlers, completely disregarding the numerous safety considerations that should be at the forefront of their minds. What is the bare minimum level of competence required to transport a toddler on a bike seat without putting them at risk of serious injury or worse. Its clear that many cyclists are not taking the time to research and understand the safety guidelines, and its only a matter of time before we see a serious accident as a result.

Do cyclists need to be licensed or certified to transport children on bike seats, and if not, why not. Its absurd that anyone can simply purchase a bike seat and start transporting children without any oversight or guidance.
