How to host a themed group ride on Zwift

Whats the point of hosting a themed group ride on Zwift if everyones just going to wear their favorite pro team kit, and completely ignore the actual theme? Has anyone found a way to enforce a dress code or theme requirement for participants, or is it just a free-for-all where people show up wearing whatever they want and pretend like theyre actually participating in the theme?

Are there any strategies for encouraging participation and adherence to the theme beyond just posting a description of the ride and hoping people follow along? Should event organizers be more strict about enforcing the theme, and reject riders who dont follow the rules, or is that too harsh?

How can hosts balance the need for a fun and relaxed atmosphere with the desire to actually create an immersive experience that stays true to the theme? Should there be in-game penalties for riders who dont follow the theme, or would that just be too much?

Can someone please explain to me why, despite the numerous themed ride events Ive participated in, Ive yet to see a single ride where more than 10% of the participants actually follow the theme? Is it just a case of people being lazy, or is there something more fundamental at play here?
