On the bars, it says 9nm for the steerer clamp bolts, and 4.5 for the four faceplate bolts. But what about the top bolt? I have been told to not screw it in tight, but is there any nm recommendation?

That's specified by the fork manufacturer, and it's not consistent among manufacturers. Your best bet would be to check with your fork manufacturer.

The purpose of the top bolt is to place a load on the headset bearings. This should be tight enough to prevent movement of the bearing races but still should allow the fork/bars to turn freely. Mechanics usually do this by feelling for play in the headset as they tighten.
