You have a lot of questions today! I suppose you mean having the rim centered in relation to the frame. The only practical way is by eyesight. With the skewer open, position the rim centered between the chainstays for the rear or the forks for the front. Hold the rim centered with one hand and close the skewer with the other.
For the front, I have just closed the brakes down on the loose wheel and used the other hand to close the skewer. This is a little easier and will center the rim in the brakes if they are off just a little.
