Why do cycling organizations in the USA consistently fail to implement effective diversity and inclusion initiatives, despite decades of rhetoric and promises, and what concrete steps can be taken to dismantle the entrenched networks of privilege and exclusion that have been allowed to fester in the sport for so long, given that the current crop of initiatives, such as gentlemans agreements and tokenistic quota systems, have been widely discredited as empty gestures designed to placate critics rather than bring about meaningful change, and do the existing power structures within the sport have the will or the capacity to implement the kinds of radical reforms that are needed to create a truly inclusive and equitable environment for riders from all backgrounds, or is the sport doomed to remain a bastion of exclusivity and entitlement, where only those with the right connections and the right equipment are welcome to compete at the highest levels?
