Help with Shimano flat Bar front shifter

It sounds like it needs a simple adjustment. You probably need to add
a little tension to the cable for it to downshift to the center
chainring properly.

make sure the FD is positioned correctly, both in alignment, height
and in-out...make the shift cable ohh-soo loose, just a wee bit loose,
when in smallest ring..try that. I'm guessing you need to move the FD
outward a wee bit via the inward limit screw...but tuff w/o seeing
it.

Turns out that the first detent is for inside trim. Either need to
leave the cable loose enough to avoid a shift with the first detent,
or as I found - fix the cable bolt with the shifter in the trim
detent. Works fine now.
