What is the correct way to test a hard tail mountain bike for size? Generally what height would a
17inch suit? and what would a 19 inch suit? Should both feet be able to touch the ground, if so flat
footed or tip toed? And when testing for size, should the seat be all the way up?

Size a bike by effective top-tube length, rather than seat tube length.
If you are sizing a hobby horse, then use your feet touching the ground rules for sizing.
