Help: Collegiate Team Organization

Here at Georgetown University, a few guys and I are trying to start up a road racing team. There's obviously some considerable adminisistrative red tape that must be dealt with. But i've been dealt with the task of organizing the team in matters regarding group rides, training schedules, and race strategy. Being new to this all, i'm turning to anyone with experience in these matters.

PS: What's the best way to go about getting sponsors? We don't have enough racing experience to convince anyone just yet, but as a Sophmore i'm looking a bit more into the future.
