Yes, there is no arbitrary figure, what you find comfy is best. Even true mountainbikers will have widely varying heights. By all means start at the figure you quoted but don't be afraid to experiment.

We all have different shapes. My arms are shorter than average (not THAT much!) so I need higher bars too. My saddle is also positioned as forward as it can be.
