handle gear changer question?

  1. new to this type of system

    when you want to change gears you twist the handle
    this is on a cheapo bike and i have to replace the cable

    on the dial of the changer ( it obvious is labeled with numbers which
    probably correlate with derailer or crank settings) there is one on each
    handle one for the rear derailer and the other for the crank there seems
    to be what looks like a 3mm allen head hut on them.

    what do i need to know to change the cable?

    on the handle it says torque drive system--but it is not the
    sophisticated system with that name--
    this is a cheapo bike not at all fancy

    any help appreciated
