I have caliper brakes and i my brakes are very oily from non-silicon tire shine. Is there anyway to clean the brakes. They are not as effective as before. Will detergent solve this?

You really should replace them if you've gotten them oily. If you absoultely don't want to replace them try a fine grit sandpaper.
