I certainly can remember seeing such a van - not used the crossing for a
few years though.

The crossing is now operated (since April 2003) by another company for
the Highways agency. Nothing useful on the website though:

The toll charges at http://www.dartfordrivercrossing.co.uk/drc/tollf.htm
shows pedal cycles as FREE but does not give information about how to
use the service.
