I've used McNett Seam Grip successfully for sealing the hood of a
three-ply Goretex where the tape had come away, but used it on the
outside, i.e. not where the surplus material from the join was. This
looks unsightly but I don't care, I only use the jacket rarely and
when it's raining. It should work for you on the inside of the seam
where the tape has come away, but you will need more Seam Grip.

As for the jacket, I think when the seams or the fabric starts
delaminating, it's time to start looking for a new jacket (especially as
all the sales are on at the moment). If it's only a small area, you
might want to contact Sprayway about having it repaired (possibly under
warranty, or at reduced cost if the jacket isn't old/abused). Sprayway
did an excellent repair on my jacket when I put an ice axe through one
of the pockets. That jacket has since delaminated extensively, so I've
replaced it with a Mountain Hardwear Tenacity picked up in a sale.
