Going old school: Cantilevers!

Linear pull levers generally pulls more wire with less force than dedicated canti levers. If your hands are strong enough this shouldn't be a too big problem, although you will have to get used to a new rate of brake response.

Simplest way would be to get adjustable brake levers, like avid speed dial, and to use the bottom setting. Running a longer link/yoke cable should slow down your brake response, but I haven't quite thought it through what else it would do to your braking ability. The extra-cumbersome way would be to buy a couple of travel agents and mount them in reverse.
