This is an older-style quill stem that inserts into a threaded fork

only made by Cinelli (I think that 3TTT made a few but not many). They
do not work with the latest 26 mm bar.I preferred these slightly larger bars and stems and still do but
they're hard to come by now. I never saw a failure of these.
