I've obviously got a bit of moisture in my brake cables where they enter the handle bars. Is it all right to use WD-40 or does this cause chaos and havoc?

It shouldn't cause chaos and havoc, as you put it, but it might not be the ideal long term solution either. If the cables have rust in them, you'll probably have to replace them before long. However, a liberal squirt of WD-40 ought to get you through a few rides no problem.
