Not enough info to go on.

First, frames are measured different ways; the two most-common are center of
bottom bracket to top of seat tube, and center of bottom bracket to the
center of the intersection of top & seat tubes. These will yield a 2-3cm
different measurement for the exact same bike, so you may be comparing
apples to oranges.

Second, top tube length and seat angle (which determines actual top tube
length for a given seat positon over the pedals) are more important
considerations than height.

Also, do you plan on riding the larger bike on the track or the street? Remember that larger frames weigh more as well. Sometimes a bike that is only a little larger or smaller will just feel better even if you can't measure it in inches.
