It was suggested that he rode under these because neither organisation had subjected him to doping tests - essential if you're going to catch someone that cheats outside of races.
Does the chap have a good reason for not riding on a Danish licence? Did he live in Mexico and Monaco in the last three years? I can see the point in having a licence from the place where you live.

His wife is Mexican, and he spends a fair amount of time there. Don't know about Monaco

He's married to a Mexican, and as I understand it his main residence is now in Monaco.
