I have a set of Blackburn Low-rider front pannier racks and would like to mount them on suspension forks. Does anyone know of any conversion kits available. I have tried to source parts to do this myself, but with no luck so far...

The Forks will be under a constant and heavier than normal load while having to brake for that load at the same time. Hopefully you have some sort of disk brake system going. -
A friend of mine keeps his attached via a multitude of zip-ties. It works relatively well, including on off-road tours. Not very elegant but does the job.
