Fender/Rack Installation

"P-clips" (not their real name but it describes the shape) around the seat stays can be used instead
of the eyelets. You can find them in hardware stores - usually even with rubber coating on them to
protect the frame.

Depends on your definition of "light touring." Consider a saddlebag rather than panniers, if you
don't need to carry camping gear and food (which seems to me to be "heavy" touring by definition):

Take a look at the racks made by www.oldmanmountain.com. They have racks that fit bikes with disc
brakes and rear/front suspensions.
