I have a mtb that requires an e type der and bb. Right now I run a 32 t chainring with a 36 t low cog, which is fine for me. However I want to sell the bike and realize that many riders want to shift to the granny gear. Do I have to purchase a bb or can I just install a new cup on the drive side to accommodate the round flange on the der?

Consequently, the "lip" on ANY driveside BB cup should suffice ...
IMO, it's really an issue for the next owner.

And, a front derailleur with a regular clamp should certainly be "okay" to use on your frame ...
With, the only probable qualifications being the clamp size AND the pull direction (top or bottom) & spec (i.e., 8-speed, 9-speed, 10-speed).
