Sturmey-Archer and Sachs/SRAM both offer fork leg clamps
with slots to hold drum brake torque reaction arms. One of
those should do.

Back when I was building mountain bikes from old Varsity
frames with Sturmey-Archer drum brakes, I clamped the torque
arms with hose clamps. Ugly but functional.

I've done that too (on long-forked choppers in my case),

I've been working on an adapter for a Sachs drum hub that
uses the disc-brake caliper mounting tab on a fork; it's
nearly done and seems to fit, but I haven't threaded any of
the holes yet so it was difficult holding everything in
place (2 pieces, plus the fork/wheel combo).
