I currently have a 40-deg x 110mm stem on my bike. I like the rise, but would prefer a little more reach. Fitting a longer stem with the same rise will only give me a little more reach, and add more rise; not really what I want. I was thinking that a shorter stem with less rise, paired with a riser bar would give me the added reach I'm looking for w/o adding too much rise/height.
Does this make sense, or am I totally missing something?

I think what you need is a longer stem with less rise, measure the height of the rise, forget about the degree of rise, just get a longer stem that rises the same amount, this will be less than 40 degree, but a math whiz would be able to tell you zaclies
