Does anybody make a frame like this or similar?

Im looking for a steel road frame. It would have 130 spacing. Reverse horizontal dropouts, a removable derailler hanger, removable bolt on cantilever posts (not the the type that you unthread more like the whole bit is bolted on something like whats on the higher end steel voodoo frame) and possible a disc mount that may or may not be removable, and rack mounts? oh and reverse seat collar.
