Here's what I'd do to clean up cycling if I was in charge. I'd go out

using and put him in charge of my anti-drug campaign. I'd give him the
option of doing this or going to jail and make it clear if he didn't
show results it's back to the gray bar motel. There would be big fines,

did; they found the biggest cheater and put him in charge of tech
inspections. I think that this would do more good than selling arm
bands.

Just that, generally, it's not the riders. It's the DS or someone like
that. Team management, though, is not being affected by this at all. It's
like pulling up the top of the dandelion and leaving the root. At least
that's my impression.

And it's not other riders that insist a new team member turn over part of
their salary, like $40K euros for 'extra nutritional expenses', even if
they're not using, like one famous rider who quit the sport for that
reason.

Yup. There has to be some sanction on the teams, like not being permitted
to race in the top races for a year. In effect, relegate them.
