No, but they are required to get or apply for an Electronic Travel Authority (ETA). it's very easy, a paperless visa all done online that will allow you to visit Australia for a maximum of 3 months per entry during the 12 months validity or until the life of your passport whichever comes first that will automatically be linked to your passport and basically it will only take 24 to 48 hours to be granted.
