"The Sentencing Guidelines Council has a consultation going on about
the treatment of drivers who cause death. The consultation is open
until April. I shall reply, and I hope that some of you will as well."

Seems they are seeking public opinion on this issue, thought the group
might like to know.

The consultation paper is a bit long, but at the start it says:

"In cases where the driving was grossly negligent as to causing death,
it may be appropriate to charge manslaughter, with a maximum
sentence of life imprisonment;"

How do you define grossly negligent? Driving without sleeping for
over 24 hours? Driving on ice at speed with bald tyres?

Do you have a pointer to any supporting documentation?

The above assertion does seem quite possible in cold
temperatures where the ice is not being melted
however it seems rather unlikely to me
in typical UK road ice conditions of close to 0C and
quite possibly with free water already on the surface.

Maybe I was a bit to quick. I've been wading through Reimpel,
Fahrwerktechnik which gives a frictioncoefficient of 0.1 for tyres with
90% thread and 0.07 for tyres with 1 mm at 0 degrees C on ice.
Also interesting is that at higher speeds the coefficient of friction
decreases


At -10C the friction is restored to 0.4 at -25 it is nearly normal with 0.7!
