It depends. If you keep your cadence relatively high at either, it should
be easier on your knees, all other things being equal. Small steps and a
cadence of 180 footfalls per minute on the treadmill - think 'baby steps'
and lengthen your stride behind you instead of in front. On the bike,
low/no resistance at least until you can maintain a steady 80-100 rpm.
Given the choice, I'd go for the bike but be sure you've got the seat
adjusted well and your foot in the right place on the pedals - seat should
adjusted up gradually until it's too high then brought back a little. You
should find the ball of your foot lined up with the pedal axle or in front
of it. You don't want the ball of your foot behind the pedal axle.

Seems stupid to make yourself unnecessarily uncomfortable to me. If you
want to work harder, lift a bigger weight, raise the incline on the
treadmill, etc.
