The bicycle rate is the standard rate allowed by the Inland Revenue. The car rate allowed by the Inland Revenue is 40p/mi. Many public body and volunteer organisations pay less than this though based on the old "public transport rate" concept i.e they were not reimbursing you for the cost of using the car but for the estimated cost of making the journey by public transport, with the extra cost because you wanted to take the car instead born by you. Reality has moved a long way from that concept but the relative numbers have stuck.
If you were an employee you could reclaim the difference between the Inland Revenue rate and the rate paid on your tax return, but as you are a volunteer you can't.

The bike one is the maximum allowed before tax is charged. I have successfully claimed for Dundee-Glasgow by bike on business travel as it was cheaper than the train fare.. 35 quid is almost 150 miles round trip..
