i have 2007 crx 2 giant flat bar road bike
i have Tektro Tenera V-brake leavers on the bike would it beneft me to upgrade the brakes as ill be honest they seem a bit cheap

Not really, The levers are a match to the V-brake callipers.
You could look at Deore XT Levers and articulated callipers, lots of $$.
I think some new pads may be the go.
I recently fitted Kool Stop Thinline (KS-TLTB) to a Felt Flat Bar Racing Bike. They stop the bike remarkably well, and have the correct profile (arc) for a 700c rim. 🙂
