When I'm riding in a pace line and put a little too much oomph into a pedal stroke so that I need to slow down to avoid running into the guy in front - how should I do it?
Is it better to stay on line and resist the pedal movement, i.e. brake?
Or, should I move out a bit and catch the wind to slow down?
personally i would move out a little (not much, just so that u dont hit the wheel) but it is even better if u can perfect your pedalling so that u dont surge fast/slow all the time as this really pisses other riders. Good luck mate.

It will all come with experience about how much oomph you put into your pedal stroke, if your wheels have more of a fywheel roll on effect in a pace line and all the undulating idiosyncracies of the track.
