My dad currently rides a MTB around the lake and such for exercise. All of this is on a road. Ive heard you can convert your MTB so its more road worthy I guess with just tires and wheels. I was wondering what is the best way to do this, what parts are necessary, and about how much money will this cost. Thanks guys.

Get some "slicks," (smooth tires) for one. I don't think that'll cost more than $20, but I'm not good at estimating costs. Maybe put those handlebar-end attachments...those go for about $15, give another hand position.
Yup,
I did it with my MTB,
first, a seat, more ergonomic, with a "slot" and gel,
next, slicks, continintal 1.3", 31mmx26",
then, gear cassette, 11-30 (8sp), out with the 7x14-28.
also, narrower rims/wheels for cassette/tyre combo
later, flat bars and fixed stem,
followed by, light alloy forks.
Each bit, a little cost at a time, far cheaper than a road bike and a fun project too.
