Confused cyclist

So, this afternoon I was proceeding in an anti-clockwise direction on
the M25. Passing J13 I spied a cyclist. Crossing the 2 lanes of A30
to get to the hardshoulder and continue on the M25.

As the bike was panniered up, I suspect she was a confused tourist
just landed at Heathrow and hopelessly lost. I really hope she made it
safely.

I phoned the BiB to let them know and, hopefully, rescue her.
