i ride a steel bike and am wondering if would be advisable to leave it outdoors during the winter vice subjecting it to a drastic temperature change, and thus condensation inside the frame, which i assume occurs when i bring a cold bike into my warm basement.

Not sure about where you live but typically the winter air is so dry that condensation, if there is any, evaporates quickly.
