We bought Michael a 24" Dawes Kokomo when he was that age (and big for
his age), it worked very well. Otherwise there are lots of good 20"
MTBs, from good firms (e.g. Trek).

Children can be extremely rough on their bikes, so buying second hand
children's bikes takes care. Also, children like shiny new.
Nevertheless, even for kids - perhaps especially for kids - better
quality bikes are worth buying, and if your budget doesn't stretch to
better quality new, better quality second hand in reasonable condition
is better than dirt cheap new.

Also, do *not* be tempted by full suspension. Full suspension that is any
good costs a lot of money, and full suspension that doesn't cost a lot
of money results in a bike which is very heavy - a particularly bad
thing if you live in a hilly place - and which is extremely hard work to
pedal.

Brands I would look at include Giant and Specialized, both of whom do
reasonably good bikes for children. The exact model depends on how big
she is - it needs to fit.
