Do not hold your breath. McQuaid may have done a noble thing, but the
team owners (who essentially control the UCI) will have his head on a
platter if he goes as far as to shut-out a significant number of their
riders. Right now, the owners are willing to sacrafice the usual small
percentage of riders that get busted each year. They won't stand for
another Festina though.
