A man who slammed his car into an elderly cyclist during a police chase in Tokyo early Thursday morning has been arrested, officers said. Officers from Nerima Police Station tried to question Shuichi Chikura, 31, in Nerima-ku, shortly after 2 a.m., but the driver ignored a red light and fled.
