Not a clue as to what the bar is but I think you can ignore the "S" as that looks like a Serotta logo someone stuck on it. -

Thanks. You're right!! I knew it looked familiar (the "s"😉. -
I think it is either a Serotta sticker someone stuck on there like the other guys said or it might be a Stella Azura handlebar, the have a blue logo as well.
Check them out and see if you find anything.

The profile of it looks a lot like the Cinelli Ram with the Checkpoint to me as well. If not it sure is a carbon copy:p.
Looks like the Serotta "S". as well (I think Stella normally has a star logo)
