Since you're convinced the cable is not to blame, go to the
Campy web site and download a parts catalog. Look at the
exploded diagram of the caliper to get a hint as to where a
nut might be for loosening the arms a wee bit. You might
want to take off the wheel and blast the pivot point with
WD-40 in case some tar or other crud got in there.

The arm action should be independent of the mounting
screw torque.

It seems like it must be the caliper because if I just
compress the caliper by hand, it doesn't pop back. Also,
if I loosen the mounting bolt quite a bit, it seems to
spring back just fine, though at the point it is too loose
to engage the 15 mm centering nut. The cable routing
hasn't changed and there doesn't seem to be any undue
friction in the cable. Is there something in the caliper I
need to lube? Or is it a matter of balancing the torque of
the mounting bolt with the centering nut?
